Pinner Street-Suffolk, Virginia.  Salary $48,260 - $75,000

General Statement of Duties:

Under supervision of Administrative/Finance Operations Director.  Provides managerial direction for financial administration to assure efficient and effective SRHA financial operations.


Essential Job Functions (Illustrative Only):

  1. Exercises full supervision over assigned personnel as a significant part of the duties.
  2. Maintains and manages the accounting and financial record keeping functions for the SRHA, including bookkeeping, financial computer program management, and maintenance of ledgers, project chart of accounts and other related documents and reports.
  3. Manages the SRHA payroll accounts.
  4. Is responsible for establishing accounting procedures and controls by applying generally accepted accounting principles.
  5. Participates in the planning, revision and reporting required of computer systems.
  6. Responsible for the cash management activities of budget process, prepares the budget for review by the Executive Director and Board of Commissioners, and insures that financial reporting documents for the Authority are completed in a timely manner.
  7. Supervises the training of financial personnel.
  8. Administers Authority policies and practices.
  9. Responsible for accounts receivable and accounts payable activity.
  10. Performs other duties as assigned.

Required Knowledge and Abilities:

  1. Graduation from a four-year college or university with a major in accounting or finance.

  2. Thorough knowledge of General Accepted Accounting Principles (GAAP) and practices.

  3. Considerable knowledge of government accounting, auditing and financial reporting.

  4. Considerable knowledge of computerized accounting systems.

  5. Skill in developing financial reporting systems.

  6. Ability to organize, coordinate and supervise the work of others.

  7. Ability to communicate effectively both orally and in writing.

  8. Ability to maintain effective working relationships with employees, the public and other private and public sector organizations.


Physical Requirements:

  1. This is sedentary work requiring exertion of up to 10 pounds of force and a negligible amount of force frequently or constantly to move objects.

  2. Work requires reaching, fingering, grasping and repetitive motions.

  3. Vocal communication is required for expressing or exchanging ideas by means of the spoken work.
  4. Hearing is required for to perceive information at normal spoken word levels.
  5. Visual acuity is required for preparing and analyzing written or computer data, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness or work and observing general surroundings and activities.
  6. The worker is not subject to adverse environmental conditions.

Special Requirements:

  1. Valid driver’s license required and must maintain eligibility for coverage under the Authority’s automobile insurance.

  2. Must pass a drug screen.

  3. Must supply a criminal background record.
