William A. Freeman, Sr.

Vice-Chairman

William A. Freeman, Sr. was appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners in July 2015 and was recently appointed as Vice-Chairman January 2017.  Mr. Freeman, is retired from the Suffolk Police Department where he served 37 years.  Mr. Freeman retired as Chief of Police in 2008. Mr. Freeman is a member of the East End Baptist Church where he serves on Deacon Ministry, Benevolence Ministry, and is a Sunday School Teacher.  Mr. Freeman has been married to Carolyn O Freeman for 38 years.

Clementine S. Cone

Clementine Cone was first appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners in March 2017.  Mrs. Cones' been employed at Norfolk State University for 20 years.  Mrs. Cone holds a Masters of Arts in Management and is a Certified Public Accountant (CPA).  Mrs. Cone is married to Charles R. Cone Sr.

Ben Fitzgerald, III

Mr. Fitzgerald was appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners in July 2015.  Ben Fitzgerald, III, M.Th. serves as Lead Pastor at Zion Community Church in Suffolk, VA. Holding degrees in Sociology and Theology, he is often recognized as a progressive leader who exhibits the ability to unify through love and action. Laboring diligently as an expository teacher and electrifying preacher, Ben creatively addresses contemporary issues with instruction directly from the Bible.  Notably, his ministry stresses community outreach and congregational care in which he consistently leads by example. Ben’s other endeavors include professional relationships with the Western Tidewater Community Service Board, the Virginia Department of Behavioral Health & Developmental Services, and other entities committed to the care of the elderly and persons with mental health diagnoses. He also serves on the Hampton Roads Ecumenical Council of Bishops, a group of church leaders seeking to impact the Hampton Roads community by creating a network of committed relationships that support, equip, educate, and empower bishops to effectively lead their ministries to fulfill the Great Commission. Ben is happily married to Rhonda D. Fitzgerald, Ph.D., a mathematics professor at a state university; together they parent two remarkable children; Rachael Kay and Ben, IV.

Quinton D. Franklin

Quinton D. Franklin was appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners In July of 2017. He is currently employed at Mount Lebanon Baptist Church and is the owner of S.A.T.S. Consulting. He is a 2008 graduate of Everest Institute. He was formerly employed at Western Tidewater Regional Jail for (9) years. While there, he received awards such as Officer of The Year, Life Saving Medal and Citizens Award. He is currently the President of the Rosemont/Lloyd Place Civic League. He has been married to Olivia Franklin since 2009 and has two girls, Tiara & Vanessa.

Regina Hall, Resident Commissioner

Regina Hall was first appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners as the Resident Commissioner in July 2009 and was re-appointed in July 2015. Ms. Hall is a May 2014 Graduate of Norfolk State University with a Bachelor’s Degree in Social Work.  Active in the community, Ms. Hall serves on the Special Education Advisory Committee and STOP Inc. and enjoys helping people. As a form of relaxation Ms. Hall enjoys reading and spending time with friends and family. Ms. Hall was born in Nansemond County to George and Geneva Butts Hall and has 3 siblings. She also has a 1 son and 2 dogs.

Deborah Hudson

Deborah Hudson was appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners in July 2017. She is currently an assistant professor of pharmacy practice at the Hampton University School of Pharmacy where she has taught for the past 11 years.  She enjoys teaching and helping others.  She is active in the community and is a board member of the RxPartnership, an organization committed to increasing access to medication for Virginia’s vulnerable populations. She is also an officer of the Suffolk Virginia Chapter of The Links, Incorporated as well as a member of several professional associations. She is an active member of New Grafton Baptist Church in Newport News.  Ms. Hudson has a Bachelor of Science in Biology from Hampton University and a Master of Public Health, with an emphasis in Chronic Disease Epidemiology, from Yale University.  She also enjoys riding her bike, playing the piano and writing.  She is the proud mother of two sons, Darrell and David, and has one dog.

M. Caroline Martin

M. Caroline Martin was first appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners in February 2003.   M. Caroline Martin served as Chairman from January 2006 – January 2010 and was re-appointed to the Board in July 2015.  Now retired, but since 1963, Mrs. Martin has served as a nurse, educator and advocate, healthcare executive and business owner.  Mrs. Martin continues to be active in the Suffolk community and was active on the Peninsula while she served as an executive at Riverside Health System. Some of the organization she currently or recently served with include: immediate past Chairman of the Suffolk Partnership for a Healthy Community, Co-Founder, immediate past chair and current board member of the Virginia STEAM Academy, past Executive Director and board chair of the Western Tidewater Free Clinic, member of the Suffolk Rotary Club, member of the Sans Souci book club, member AAUW, Ebenezer United Methodist Church, past board member of the Virginia Association of Free Clinics, the American Red Cross (Suffolk Chapter), past board member and Treasurer of the Suffolk Center for the Cultural Arts, and past member of Physicians for Peace and its Global Nurse Education Committee.  Mrs. Martin was honored as Suffolk’s First Citizen of the Year in 2012. Married to Brian Martin for 53 years, they have two grown children (Nancy married to Mark Tuck and Jeffrey married to Carla). They also have two grown granddaughters, Kelsey and Kaitlyn and a spoiled puppy, Mittsy.

Michael McBride

Michael McBride was first appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners in July 2013.   Mr. McBride is a seasoned database professional whose career has heavily revolved around being an Oracle Database Administrator.  Mr. McBride is currently employed with Dominion.  In addition to his numerous corporate management training and certifications, Mr. McBride acquired his Bachelor of Science Degree in Mathematics from Morgan State University, with a minor in Computer Science.

Jeffrey W. Robertson

Jeffrey Robertson was appointed to the Suffolk Redevelopment and Housing Authority Board of Commissioners in August 2017.  Dr. Jeffrey Robertson is a Virginia licensed self-employed Optometrist who has practiced in Suffolk for 38 years. Dr. Robertson succeeded Dr. Morrison Smither, OD in 1978. Dr. Morrison Smither succeeded his father, Dr. Archie Smither, OD, who began the practice in 1917. The practice is the oldest continuous practice in Suffolk. Dr. Robertson sold the practice to a local ophthalmology group in 2015. Dr. Robertson continues to practice in the Hampton Roads area as a loco tenens (fill in doctor) for those Optometrists who need time off for vacations, family leave or illness.

Dr. Robertson received his Doctor of Optometry degree from the Pennsylvania College of Optometry (now Salus University) located in Elkins Park, PA. Dr. Robertson also earned a Bachelor of Science degree from the Pennsylvania College of Optometry (now Salus University) and a Bachelor of Science degree from Albright College located in Reading, PA. While attending the Pennsylvania College of Optometry Dr. Robertson also attended the University Of Pennsylvania School Of Public Health located in Philadelphia, PA. In 1993 Dr. Robertson attended and passed the University Of Houston College Of Optometry's transcript quality course on therapeutic agents and their use. Dr. Robertson was then selected by the Virginia Board of Medicine to sit on the therapeutic testing board of review for Virginia Optometrists.

Dr. Robertson has been a dedicated community servant to Suffolk for many years. He was a past board member, President and Chairman of the Suffolk United Way. During his tenure on the board he was instrumental in guiding the merging of the Suffolk United Way with the Greater Hampton Roads United Way decreasing overhead costs and providing greater needed services to the citizens of Suffolk.

Dr. Robertson was also a past board member and Chairman of the Suffolk Industrial Development Authority. During his tenure he helped guide and recruit business to completely fill in Wilroy Industrial Park which brought many fine businesses and jobs to Suffolk. Dr. Robertson was also a past member and President of the Suffolk Kiwanis Club. Dr. Robertson is a current member and Past President of the Suffolk Ruritan Club which generates many dollars for local charities through the annual Shrimp Feast. Dr. Robertson is currently chairman of the Suffolk Ruritan Scholarship Committee which grants in excess of $12,000 worth of scholarships yearly to graduates of Suffolk local high schools. He is also a Member of Suffolk Elks Club. Dr. Robertson is also a member and Ecumenical Minister at St Paul's Episcopal Church on Main Street in Suffolk.

In his spare time, Dr. Robertson, enjoys golf, traveling, yoga, walking and working out. But most of all he enjoys spending time with his wife Vickie and his two sons when they visit from out of town.
